In cooperation with the Carnegie Endowment for International Peace Brussels, this conference brought together some 70 participants, including senior policy chiefs from across Europe , business and banking leaders, politicians and analysts. The meeting aimed to foster a more harmonised understanding of Russia's internal dynamics and to see how they affect Russia's longer term interests and international policy. The discussions exposed wide-ranging views and reflected a central dilemma of whether values or interests should dictate relations between Europe and Russia. However, there was full agreement that Europe must act together to develop a strategy towards Russia for effective engagement to occur.
